ADRA Reports Surge in Women-Led Enterprises Across Priority Sectors
The Abu Dhabi Registration and Licensing Authority (ADRA), a part of the Abu Dhabi Department of Economic Development (ADDED), has reported a considerable increase in women-led enterprises. Between July 2024 and June 2025, Emirati women received 5,930 new economic licences, bringing the total to 21,115 by the end of June 2025. This demonstrates the increasing participation of women in shaping the Abu Dhabi economy.
The growth highlights the effectiveness of initiatives designed to empower Emirati women and promote their leadership in entrepreneurship. It also aligns with Her Highness Sheikha Fatima bint Mubarak’s National Strategy for Emirati Women’s Empowerment (2023–2031). The policy focuses on increasing women’s roles in vital sectors for the UAE’s growth.
According to His Excellency Mohamed Munif Al Mansoori, Director General of ADRA, Emirati women accounted for 18% of all new licenses issued in the emirate during the period. He emphasised how their efforts showed resilience, innovation, and economic vitality.
Among the licences, 2,768 were issued under the Mobdea licence, which allows women to establish businesses without a physical office. In addition, 1,830 Tajer Abu Dhabi licenses, 788 standard licenses, and 246 freelance licenses were granted. Furthermore, 39 agricultural and 12 industrial permits were issued.
