Finland, India Advance Migration Deal to Ease Student and Skilled Professional Movement

India and Finland are moving towards finalising a significant mobility agreement to facilitate the movement of students, researchers, skilled professionals, and entrepreneurs across sectors like education, information technology, and healthcare. Kimmo Lähdevirta, the Finnish ambassador to India, stated that the Memorandum of Understanding on migration and mobility is expected to be signed within the year, ushering in a new era of the two nations’ partnership.
The proposed agreement will replace the previous declaration, signed in 2022, and will establish a formal framework to encourage regular migration while also assuring fair working conditions and shared economic progress. The plan is consistent with Finland’s Talent Boost Program, which has designated India as a priority nation for education and work-based immigration.
More than 2,000 Indian students are now enrolled in Finnish colleges, while over 20,000 Indians live in Finland. Furthermore, approximately 20 Indian enterprises operate in Finland, while over 100 Finnish companies have a presence in India, demonstrating growing business and academic ties. Key industries, such as digitisation and sustainability, have been highlighted for intensive collaboration.
The next World Circular Economy Forum in India in the autumn of 2026 is intended to boost bilateral cooperation even further.
